[IMail Forum] Attachments

Why is it that sometimes attachments come as in-message MIME encoding (not preferred) 
and sometimes as links to the file (preferred) - How can one set it so the attachments 
always show as links? The setting "Show text attachments as links" doesn't seem to 
matter. 
Any help is appreciated.
