Well,  regular users can set (and, more importantly, unset) forwarding
rules through webmail. So this won't work if webmail is active.

These  won't  actually catch all mail. Even if you have outbound rules
in  your  version, they only fire on mail that leaves the box, so mail
from the user to other local users won't be caught.

The  correct  way  to do this is to enable 'Copy all Mail' on the SMTP
settings,  then  set rules on the copyall mailbox. This is all covered
in the archives.
