Jeff :   Check out efax.com . The basic service is free and the "upgrades" are very reasonably priced.  For having only 20 users this would be much more cost effective than purchasing a fax>mail server software / hardware solution. If you are however, still interested in an "internal" solution  look into Symantec's Talkworks & WinFax Pro.
