I am trying to keep legit email from being flagged as spam.  
A lot of legit email can come from yahoo or msn addresses, or everybody
doesn't have their MX records, etc. set up properly, people sending legit
attachments can be a problem, too, causing legit mail to be flagged as spam.
For the most part, my users are using Outlook or outlook Express.

Let's try this the easy way. 

What are you trying to accomplish and are the users using Webmail or an
e-mail client?

Additionally, since you are using Declude, search for AutoWhite for Declude.
