To have more users, you will need to purchase the upgrade to the next level of users. Today that is basically a license change, but Ipswitch products are moving towards having to enter a new key, to move up to the next higher user level. Generally speaking, you won't have to re-install, just to add more users. Re-install for patches/fixes or new versions (which you will be doing, for 2006), or for new features (like adding the Anti-Spam, Anti-Virus, Instant messaging, or collaboration components).
