Running Symantec Corp 10 and have one user having this issue,  Removed the
plugin from outlook and still not fixed.

I thought that too, but it's just so random.  Everyone has the A/V, but not
everyone is experiencing the issue.  We're using McAfee VirusScan Enterprise
8 on the clients.

we got same error with one costumer...
it was client antivirus (panda antivirus 2007) timeouts without warnings...
