The IMail listserver already has the capability to display a header
and/or trailer with every list message (except for HTML messages, which
is another topic altogether). But, if you goal is to prevent the list
owner from modifying those files, you can try either:
1. modifying your webmail templates so that the options to edit the
header and trailer are not displayed, or...
2. try making the text files where the header and trailer content are
stored read-only, preventing any editing.
