When it reaches this point (lots of mass spammers each using lots of open
relays, modifying message content, etc.), the best solution would be the
law. If these people get hit with enough lawsuits, the numbers of these
people will go down tremendously. Remember that these aren't the people who
spam thinking that it is O.K. These are the people who know that the spam
is unwanted, and are illegally using computer systems to get their spam
through. If there is any doubt as to legality, a simple "Mail neither
originating from or sent to users of this computer system is unauthorized"
type message would do the trick (in the U.S. at least).
