I believe this is a different problem -- which seems to be caused by some
resource (such as number of threads or memory) running low.  The DLL
initialization error comes from Windows, not IMail.

There's a program someone mentioned that will kill all the SMTP32.EXE
processes (I believe it comes from the NT resource kit, KILL.EXE?).  It
would probably be a relatively straightforward task for a programmer to
write a program that would constantly monitor the processes and kill them
after reaching a certain number.  But, you would have to be careful not to
kill one that was actually working, or else you could lose mail, corrupt it,
etc.
