In reality, the problem is whoever can most easily be convinced to solve the
problem. When you are dealing with client software and server software made
by two different companies, it gets tricky. If one is following the RFCs
correctly and the other isn't, the one that isn't following it *should* be
the one to fix the problem.
However, that isn't always the case. Sometimes, one program will do
something wrong, and others will "copy" the mistake because they assume it
is supposed to be that way. Then, it becomes a de-facto standard, and the
one not breaking the RFC is the one that is wrong.
I ran into this same problem a few years ago when there was a bug in IE that
would become apparent to people using my software. Microsoft was in no
hurry to fix the problem (I never even managed to find anyone there to
report it to), so I had to "fix" my software to work around Microsoft's bug.
