Funny someone should ask about this.
I've got a half-done project on the back burner that is (being) designed to
do everything (I need it to do) for DNS management. It uses SQL on the back
end and PHP on the front.
I've got most of the zone management stuff done, with support for a set of
defaults for new zones. If you're like us, you have 1000's of domains that
are set up *exactly* the same way, save for one or two IP addresses.
Where I'm *really* stuck at, is the actual management of the services when
adding/removing zones. What would be ideal, is a process (service) that
queried the backend database every 5 minutes (or whatever), and did whatever
is necessary when changes are detected. I need some serious help in this
area, as I've no experience with writing programs designed to run as a
service.
If anyone with wants to collaborate, please feel free to email me off list.

** no, I don't know of any widely available Web tools for that. I plan to

** There's not a lot around for NT web admin shells.
