Same here in Europe, from the ARIN equivalent, RIPE ("R�seaux IP 
Europ�ens", I don't know why it's in French, Napolean and France haven't 
won a war or anything in long, long time).

Requesting more ip address blocks from RIPE requires full documentation and 
justification that you have "correctly" used up 80% of your current ip's.

One ip per HTTP server is really wasteful in the authorities' eyes. In 
fact, that's one of their hot buttons.

We've got a /23. To simplify our packet filtering rules in our border 
router and elsewhere around the shop, I tried get a couple of disjoint 
/28's, but my /23 wasn't justifiably "full", so I'm still waiting.
