There should be a setting in Iadmin.exe. Actually, there should be a lot of
things in there that aren't, but then we wouldn't have any new versions to
look forwward to :-)
The following is from the KB. Learn it. Live it. Love it. Oh and 10 is kind
of stingy. 25 should be sufficient to stop all but the stupidest of
spammers. Spammers pile up lots of recipients in their emails to get them
relayed to your server quicker. They'll go elsewhere if they have to break
their mailings into more messages.
More important is to turn off relaying (or limit it to localhost, etc.) If
the bulk messages are coming from a user on your server, just terminate
their account.

Question/Problem: How to set Maximum Recipients per Message.
Answer/Solution: To restrict large amounts of messages being sent at one
time to multiple users (a common characteristic of spam):
1) run regedit. Locate the following key
HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\SMTPD32\Parameters
2) Under this key, locate the registry string variable named
MaxRCPTPerMessage; if none exists, create one.
3) Set the DWORD value to the desired maximum number of recipients. (Note
that 0 means unlimited.)
4) Stop and restart the SMTP server.
