Someone has a program to decrypt the passwords in the IMail registry (not really
encrypted, just scrambled so they can't be read easily). The URL was posted here in
the past day or two.
For NT, the passwords are truly encrypted, in a (theoretical) one-way encryption
scheme. However, using brute force it is easy to get most passwords exported.
