That is because the mail server doesn't even look at the "To:" or "Cc:" headers!
Strange, but true.
When you send an E-mail, the E-mail software puts the recipients names into the
headers. That way, the recipients can see who the mail was sent to. But, when it
sends the mail, it tells the mail server who the mail is being sent to before it sends
the message (along with the headers). The mail server sends only to those people who
it was told to send to -- even if the headers suggest otherwise.
As someone else mentioned, the "Bcc:" field in E-mail clients will accomplish this.
When you enter a name into the "Bcc:" field, the address isn't included in the
headers, but it is sent to the mail server.
