The problem is with the following E-mail headers:

> Mime-Version: 1.0
> Content-Type: application/octet-stream; name="mtd.pdf" 

That indicates that the "E-mail" isn't really an E-mail at all.  Normally, attachments 
are sent as attachments to E-mail (if there is just an attachment, you would have a 
blank E-mail with an attachment).

However, this "E-mail" is just a program.  Although this is technically allowed by the 
RFCs (I believe), it's an unusual concept, and one that the web messaging doesn't 
support.
