That did it.  Ipswitch support also cleared that up for me.  For those of you that said you were new to rules, search the knowledgebase and take a look at the Imail user guide Chapter 5: Mail Processing Techniques.  Those are what I looked at, which got most of it.  Hope that helps.

Try changing the name of "Rule1.fwd" to "attach.fwd".
In that file "attach.fwd",place the email account of the user you want the attachments to go to
and save ex: [EMAIL PROTECTED].
Place the "attach.fwd" file in all users folders.
All messages meeting the rule criteria should be sent to user001 under his mailbox called attach.mbx.

I'm running version 6.02 and am having a problem forwarding messages based on a host rule.
 
I have a host rule to send any messages with attachments ending in .vbs to a sub-mailbox called "attach".  That works fine.  However, I'm trying to get those messages forwarded to another email account on our system.  That is not working.  I've put forwarding files in each user's directory called "Rule1.fwd" (that's the rule name).  Does anyone know how to do this properly?   Any help would be appreciated.  Thanks.
