Ben,

I have no idea what the Exchange Export or its user IDs look like, but IMail
has a command line utility, ADDUSER.EXE, that can work with a text file, to
create user accounts. With a bit of manipulation of the Exchange file, you
should be able to use ADDUSER to create the accounts (with user names that
you like) pretty easily and very quickly.
