I cannot see a way to accomplish this without having the same set of 'users'
in all of the domains. Sharing the 'Top Directory' between 2 or more
domains, would cause mail to go to that users mailbox, but you would have to
have the same set of users in both domains.

If you used 2 domains, would that give you enough Alias space to accomplish
the task? Then the problem would be duplicating user accounts. This could be
done with a bit of registry export (primary domain) /modify (domain name to
secondary domain) /import (to secondary domain), if you did not want to
add/remove new users to both domains, manually keeping them 'in sync'.

Or, you create domain(s) of the names you need, and have only aliases that
forward to the primary domain. Again, creation/duplication of aliases would
be the tough part, but could also be accomplished with registry
export/modify/import.

Maybe some method of automating the above tasks could make this a 'workable'
(but maybe not elegant!) solution.

One other thought comes to  mind. If you had multiple IMail domains, and all
used an external DB, the domains could all share the same DB table (Table
Name), so share the same set of users (directories and such).

I guess you want something that would act in lieu of the Host Alias field.
Maybe something like a file that holds the 'aliases' that could be specified
in its place. I'm guessing you have registered multiple domain names, but
really have only one set of users for all (or most) of them.
