[IMail Forum] Mail Relay and Spamming

What kind of Relay configuration is acceptable to allow your users to use
the function but prevent spamming via your server?  Also, in order to make
the changes take effect do you have to restart your server?  I have turned
off mail relay on my server and yet, still I have recieved notice that my
server is relaying messages (a spamming problem).
