Having IIS installed is just about the same thing as having IIS running. <G> IIS
doesn't like it when it is installed but not running.
You definitely have a InetInfo service running (it's the one that placed the event in
the event log), and that sounds like a piece of IIS to me. The infoctrs.dll file is
part of IIS (looking at one I have here, it has a file description of "Common Internet
Information Service Performance Counters"). You might want to try stopping the
InetInfo service, and setting it not to start automatically.

webserver.
