There is no API for talking to Imail's proprietary, internal
functions. You're pretty much limited to diddling the registry,
using the command line utils, the Imail WIN32 and HTTP tools, or the
good old RFC protocols. There's even some remote non-http bits, like
iradmin.exe.
hmm, that's actually quite a lot, but it's not what you're looking for. :-)
