If your message was rejected, it was probably for a reason.  Your IP address isn't 
listed in the most common spam blacklists, so that shouldn't be it.  The FEMA mail 
server does do reverse DNS lookups, so it is likely that they do some tests that mosts 
mail servers don't do.  

If you post the message you received back when you tried to send to them, we may be 
able to figure out what happened.  FEMA really, really should not be blocking E-mail 
unless absolutely necessary.  They should err on the side of letting a bit too much 
spam in than letting less spam in and also blocking legitimate E-mail.
