My guess, and it's only a guess, is that it means "unlimited number of 
users within the range of 0-250 users."  You can still have virtual domains 
with the 250 user edition and each domain has the option of 0 to X users as 
a limit with the total users within Imail not to exceed the license limit, 
in your case 250.

All I know for sure is that Imail uses 0 to indication unlimited.
