Yes, ORBS and MAPS servers are DNS servers with reverse zones
only. Basically a DNS database of ip's of blackholed mail servers.
An MTA receives a connect from another MTA and does a reverse query
to the blackhole DNS for the connecting MTA's ip address. IF the ip
is present, the MTA rejects the connection.
