That's just Outlook's way of saying "Look at us; we're cool, we let you use 
proprietary transport provider protocols (which is a term we invented, too!)".

In reality, it means that Outlook tried sending the message, and IMail rejected it 
(since the address doesn't exist).  Outlook checked to see if it had any other 
"Transport Providers" (such as Exchange), but without any, it couldn't do anything 
further, and gave an error message.
