not really, since most mailserver try to send mail to an unreachable 
host for many hours or days before giving up.

for really long outages, DNS provides the multiple MX facility that 
allows your primary MX to be unreachable and a backup MX machine will 
accept your mail and try to forward to your MX, so when you come back 
up, the backed up mail will come pouring in automatically.
