OE's HTTP account set-up is only a client side app for Hotmail.
Imail doesn't need this since it has a web interface.  I know for a while
Hotmail was using a web interface for it's standard POP3 servers and there
was third party set-up that let you use a standard Email client to pull your
mail, but that was before MS bought them.

    With Imails web interface, why would you need an HTTP server set up?
You already have POP3 &SMTP access for user client software and a web
interface for roaming access to their accounts.  I don't see the reason for
another server. ???
