That's most likely due to your user's using the Search function... 6.04 will
peg the CPU under even a modest search, say on 1 MB of messages, for about
30 seconds.
We've got a configuration option to disable the Search function in our
KillerWebMail templates. To remove the Search in other templates, edit the
search.html file, perhaps to display a message saying the Search function is
temporarily out of order or something.
The upcoming 6.05 patch will presumably fix this problem.
