What is IMFilter and how can I get resources about it?

Thanks for the link to IMFilter... This is just what I need !! Only problem
is that our company cannot order from outwith our country ( ie they cant
deal in $$$ ) and they wont order over the Internet. :-( We are a local
Authority Council and thats too advanced. Is there any other way in which to
acheive a suitable copying of the files to all the users.
I also know RM/IFL are on this list, have you got any solutions to do this,
I tried our LEA but they were no use !
