I've also noticed that if the mail server does not have IMAP turned on the
user cannot send.  It doesn't make sense but I've seen it many times

Dustin,

If you have your server spammer-proof by relaying for addresses only, and
requiring SMTP-Auth, then the user probably doesn't have OE configured
properly to do SMTP-Auth.

As Thomas pointed out here recently, Mac OE v5.02 has that option under
Tools | Accounts | Edit, advanced sending options. My copy of OE v5.0 does
not have that option, and so cannot be configured to send through a
tightly-configured server.
