Imail doesn't support the SMPT protocol. This must be a proprietary to MS.

 Server Response: '550 not local host wsu.edu, not a gateway; Port: 25, secure (SSL); No; Server error: 550, error number: Ox800CCC79"

Imail is saying this "RCPT TO: @domain" is not local domain to Imail, and wsu.edu is not in NT "hosts" file as a relayable host (ie, Imail will not "gateway" for this domain).  ie, Imail is refusing to be a relay for this msg.

The outlook user needs to activate SMTP AUTH in OE. When OE does SMTP AUTH,  Imail "treats the authenticated user as local" and will then relay the mail.
