So, the user can read his mail, but not send? That could be the SMTP Relay
settings or misconfigured email clients.

Testing would require you to provide hostname/IP address, a valid email
address (relay settings), and a password (POP3 access).

The Control Access settings, in POP3 or SMTP Security, could also cause a
connection to be refused, if not set correctly. Check these settings (READ
that Addresses screen carefully, please!).
