What do you have the setting for number of recipients per message in the
list set up? How many SMTP processes are you allowing? I have no really good
explanation for this but I find that if I use a base of 1400 for the max
number of recipients and then compute the number of processes <number of
subscribers/1400+5[for non-list mail delivery]=number of smtp processes to
allow> in your case 22,000/1400+5=20.7 (or 21 as you can't split a process).
Since IMail defaults to 32 processes <or 30, can't remember off hand>
setting the # of recipients to 900 should be sufficient.
