If you use "relay for addresses", and offer web access to E-mail, you will
only have spam sent out if it is from your customers. It is very unlikely
someone would spam through web mail, but it is possible.

Retrieving their mail is no problem. If you want them to be able to send
from Outlook Express as well, you'll need to use SMTP AUTH (assuming that
you won't keep a list of all the IPs these people might be coming from).
That will prevent outside users from sending spam through your server. But,
your customers will of course be able to spam. To prevent that takes extra
measures, such as either confirming the identity of your users well enough
that you could take them to court, or extra security (our Declude JunkMail
offers some protection, and will be adding more soon).
Another problem you could run into is people sending spam on other servers,
but using an E-mail address on your server as a contact. That way, you'll
receive a bunch of complaints even though all you can do is cancel their
E-mail account, which won't necessarily stop the spam. This is just one of
the evils of offering free E-mail.
