Twice.
First problem was when users were using SSL. For some reason, SSL was
having troubles on an IMail server I was working with, and people couldn't
forward or reply. If you are using SSL, try having them connect without
SSL, and see if that fixes it.
Second problem was with a custom set of web templates; a simple Javascript
change fixed it (this was a custom set, so this wouldn't affect you, unless
you've done your own modifications).
