CDO/NTS uses an internal API to talk ONLY to the MS SMTP service. I cannot
work without it.

Your problem is in the IIS SMTP properties, probably with either Access
Permissions/Rights or Relaying. For now, make sure you turn the MS SMTP
service into an open relay, allow everyone to relay, allow access from any
host - once it works, start restricting.

Most people either forget to include the IP address of their IIS virtual web
sites as valid IP addresses in the access and/or relay.  Others forget to
include 127.0.0.1 (in case "localhost" is used).  Another common mistake is
that port 26 is set on the OUTBOUND side (instead of leaving OUTBOUND on
port 25).

If that doesn't get you any further, look in the mailroot directory of your
IIS folders.  See if your outbound message accumulate there.  Finally, turn
on SMTP logs and then check those AND your NT Security Log to determine the
causes of your problems.
