Court,
I don't know a way to change the format, unless it can be done in the email
client, but the IMail Server does use the local timezone to provide a time
offset, that is used to show local time when you view a message (again
assuming the client does this, correctly). Check the header of this message
and you will see a number like -0500 after the date/time. That is the time
zone offset (from GMT) of my computer.

I host multiple sites on my server system, one of my clients wants to know
about changing the timestamp to non-military format, another wants to know
about having it on pacific time. I'm I trapped only to the server time? And
