Not sure if it's relevant in this scenario, but ISP's make big bucks from
Telco's when users dial up to their racks, so they will go to great lengths
to make sure that users do just that. For example, they will only allow
access to their ftp servers or mailservers from IP addresses that they have
assigned to dial-users, forcing the user to dial to them rather than another
provider with cheaper/free access.

Thanks for the replies on this everyone. A couple of you hit the nail on
the head. Mindspring, who our client is using as their interim ISP (they're
getting DSL installed in their new offices, and using Mindspring until
that's done), blocks port 25. I changed their outgoing mail server setting
to mail.mindspring.com, and it works like a champ now.
Out of curiosity, why would an ISP do this? What do they care if users send
mail via another SMTP server?
