Actually it is an effect of the methods being used. If one decides to add
users via the web, that is a different mode of operation from subscribing
via email. The '<>' should have no effect on the sending of email to the
list members. If one wants to allow users to unsubscribe themselves, then
they need to subscribe themselves, or the admin must add the entries to both
user.lst and user.txt and the latter cannot be done via the web interface.
It is possible to use the same file for user.txt as is used for user.lst,
but if this is done, the '<>' address form should be used for both. So that
means you (at the console) could copy the file after the addresses are added
via the web.
