Hi Mike,

FYI, StarNet is a wholesale ISP provider.  They have 
thousands of customers who resell dialup access to 
thousands of other users.   As a former customer of 
theirs, I can tell you that they have a very strict 
anti-spamming policy, and have actually shutdown the 
ability for all of their users (and their users-users) 
to be able to use port 25, unless the customer has 
requested their server be on the +ACI-allowed list+ACI-

They should be able to pinpoint exactly where it is
coming from.

ARIN says the IPs are assigned to Starnet Inc. in Palatine, IL USA
