This is a less ominous error than it sounds. Although it could be serious, OE presents this error whenever it's current connection to a server fails. This could be the result of a home user's modem dumping the phone connection for example. Any disconnect (temporary or otherwise) in any part of the route from client to server will cause OE to present this error.
 
It could also be the mail server admin cycling the service. eg. The POP3 service becomes unavailable so OE presents this failure error.
 
In fact, most often this is caused by transient failures like these.
