Yes, this has been done by a number of people (
http://www.declude.com/JunkMail/Support/ip4r.htm ). You need other software such as
our Declude JunkMail or Len's IMGate to take advantage of these lists.

FYI, the mail-abuse.org lookups can be done for free. You only have to pay them if
you want to. Paying them just lets you copy their zone files, which is good if you
are Hotmail, but otherwise regular DNS lookups are usually fine.
But, if you want to start a new one, people are always looking for the "better"
spammer IP list.
One of the big problems is that often once a spammer finds an open relay, the relay is
closed soon thereafter, so often no more spam comes through (but legitimate mail does).
