You should definitely be able to get quite a bit more than that out.  Are you sending 
the E-mail to a gateway, which then takes care of delivery?  Have you checked the logs 
to see if there are any errors?  Are there lots of E-mails where multiple delivery 
attempts have been made (for example, if you are sending lots of E-mail to one or two 
domains that have mail servers that are often down)?  Are most of these E-mails from 
mailing lists, or single E-mails?  Do you always have a lot of smtp32.exe processes in 
the Task Manager?

The only setting that I'm aware of to speed up outgoing E-mail is a registry hack that 
allows you to increase the number of SMTP processes.  However, using the default, I 
would think that you should be able to do more than 5,000 to 8,000 per hour.
