I haven't looked that closely at w2k, but with NT 4 there is a limit of 10 incoming network connections for the workstation version (Professional is the w2k workstation version).  I suspect the've left that limitation in.
 
You're probably going to have to spring for the w2k Server product, and no you probably won't need the advanced server, just the standard server.
