Quarantining a file just means to move it to a different location, where all
virus-ridden files are stored. If you are looking to clean it, you would first need
to decode the attachment and then have a virus scanner clean it.
However, you *can* open those E-mails with notepad -- notepad can't execute a virus.
Since the attachments are encoded, no harm can be done until they are unencoded. If
you do unencoded attachments known to contain viruses, you should be VERY careful --
best to do it in a virus lab designed for such a purpose.
