This won't prevent mail from getting out, but you can set up a copybox
account and have all mail go there. Then, filter out all incoming mail,
filer out everything that doesn't match your list, and the rest is mail that
went out with your words on it.
Then you can find the little potty mouth and prevent it from happening
again.

To prevent local users from sending specific mail you would probably need to
install second SMTP server that would act as a smart mailer for your
Ipswitch. Ipswitch would send all outgoing mail to it and that server will
apply its filters to incoming messages, then it would send that mail out.
