Anyone can report anything to Spam Cop. If I forgot that I was on this mailing list,
I could send your E-mail to Spam Cop.
The fact is, you are experiencing an attack, not spam. The attack may be very, very
bad, but that doesn't make it spam. No matter how many times that telemarketer keeps
calling you back after you tell him never to call again, he isn't sending out junk
mail.
Of course, there is no official definition of spam. The usual is "Unsolicited
Commercial E-Mail" (UCE), but it could also be defined as "Any unwelcome E-mail". If
you go with the later definition, then spam could also include those forwarded jokes
and such, as well as mailbombs.

Yes. Your mail server is being used in an attack. You don't want that, whether or
not it is spam.

It is up to you how to handle it. If it were me, I would check the logs to see what
IP address was sending these, and either contact them (if there might be something
"they" could do about it) or block the IP.
