I have been told by MS Experts that the limitation only applies to
connections accessing the machine.  Such as I print through an NT
workstation used as a print server then I am only allowed 10 of these
connections.  File and Print Sharing and VPN's fall into this category.
Mail servers that give it's users no access to the machine itself would not
fall under this category.  POP3 and SMTP gives the user no local access.
Web also gives users no local access to the machine.  MS is trying to change
this with SQL 2000 because it has an option to license per web connection.
They also may change it with future OS licensing also.  Hence why people
loathe buying Exchange Server (every user needs a os license and an Exchange
license)  MS has in the past said that users accessing Exchange via POP 3 do
not need OS licenses
