1. I've 'played' with it a bit! Don't consider myself an expert on it!
2. Users would need to run clients that support APOP to get their email. So
in effect (since only a few clients support APOP), yes, is the answer to
your question.

I could be wrong, but that is what I found in my few minutes of 'palying'.
